As of June 1, 2009, complaints about garbage, junk, high grass and junk vehicles should be conveyed to the East Palestine Police Department personnel, at 75 East Main Street. Call the Police Department's non-emergency number 330-426-4341 with these nuisance complaints. Do not call 9-1-1 or other Municipal Offices to report these offenses.
Questions regarding rental property inspections will be handled by the Fire Department. Call 330-426-4341 for rental inspection information.
Blank building permit applications are available from the front desk of the Municipal Office, located at 144 North Market Street. The applications can be picked up from 8 to 4, Monday through Friday, except on holidays. Completed applications must be returned to the front desk of the Municipal Office with the non-refundable fee attached. The City must conduct a review and inspection prior to the start of construction. Apply for your building permit early, as you will need to allow three business days for review and inspection. Do not start construction prior to receiving an approval. Building permits will be issued after the review and inspection of the property is complete.

YARD/GARAGE/STREET SALES
Request to hold a yard/garage/street sale: -0- Permit must be picked up at the Municipal Building, but there is no fee for this permit. Permit lists all sale rules, regulations and penalties. Permit must be picked up prior to starting your yard sale.
BUILDING DEMOLITION
Request for permission for building demolition: -0- Permit must be picked up at the Municipal Building, but there is no fee for this permit. Permit lists regulations including procedures concerning times permitted, safety precautions, traffic control, barricades, water supply, dust control, utilities, explosives, etc. Permit must be obtained prior to starting the demolition.
In 1973 the City of East Palestine adopted city-wide zoning. Currently we have business, industrial and residential zones. Permits are required for any alteration, repair, demolition or building of any structure within the City and for yard sales. Increased residential development has prompted the City to adopt the Ohio Building Officials Association One, Two and Three Family Dwelling Code, the Ohio Plumbing Code and the National Electric Code for standard construction codes to insure quality residential construction.
